Pompenburg is envisioned to evolve into a key urban connector within Rotterdam, transforming a fragmented area into a place of flow and encounter. Located between Pompenburg, Schiekade, Heer Bokelweg, and Stroveer, the site will link surrounding neighborhoods through new spatial and social connections.

A central goal in this project is to dissolve the barrier of the railway tracks. To do this public space will be reimagined on multiple levels: at street level, atop the station roof, and along the Luchtsingel. These interventions will create accessible, green and active environments that bring people together and strengthen mobility.

At the heart of the plan are three new squares, each reflecting a different scale: metropolitan, city, and neighborhood. Together, they shape a walkable network of public spaces with pedestrian and cycle paths that tie into the city’s broader infrastructure. Hofplein Station is restored as a heritage anchor and civic icon, gaining room to breathe at the centre of the development.

A central feature of the masterplan by Studioninedots is a striking pavilion that anchors the entire development. Located where the three new squares converge, it acts as both a physical and social connector. This is bringing together movement, gathering, and programming in one distinct structure.

Due to a limited buildable footprint, the pavilion adopts a compact, triangulated floorplan. This sharp geometry creates a strong identity, while its form responds directly to the site’s historical context. Positioned near the beloved arches of the former railway viaduct, the pavilion references these characteristic curves in its structure, merging contemporary design with local heritage.

The result is an expressive form that balances tension and continuity. It becomes a sculptural landmark at the center of the plan rooted in place, modest in scale, yet bold in presence. Through its geometry and materiality, the pavilion ties together the past and future of Pompenburg.
